Erik Porse, PhD
Director, Associate Cooperative
Extension Specialist

Erik Porse is an interdisciplinary scientist with experience in urban and water resources management. Erik specializes in applied research that brings together multidisciplinary teams to address water management and policy needs. In California, he has contributed to state and regional studies for safe drinking water, efficient urban water use, sustainable groundwater management, water reuse, beneficial uses of stormwater, and environmental finance.

Erik has a Ph.D. in civil and environmental engineering (water resources) from UC Davis and a master's degree in public policy (science and technology) from George Mason University. His professional experience includes international work and teaching in Mexico, Europe, Japan, and East Africa. He has authored over 50 reports and peer-reviewed articles. Prior to joining UC ANR, Erik was a research engineer with the Office of Water Programs at California State University, Sacramento, an assistant adjunct professor with UCLA's Institute of the Environment and Sustainability, and a policy analyst within Sacramento State's Environmental Finance Center.

Sam Sandoval Solis, PhD
Professor and Cooperative Extension Specialist, Lead Faculty Affiliate @ CIWR

Samuel Sandoval is a professor and extension specialist in water resources at UC Davis – UC ANR, and Lead Faculty Affiliate with CIWR. He is a scientist interested in improving water resources management for human and environmental needs in California, considering the economic, environmental, and social justice aspects. He works with a wide range of people, from farmworkers delivering training on how to prevent contamination of water due to pesticides applications (in English and Spanish), to water resources managers and decision makers developing basic research to determine environmental flows. He is the co-host of the Water Talk Podcast with Mallika Nocco and Faith Kearns, and the founding member of the Water Management Lab.

Before joining UC Davis, he studied the water allocation between the United States and Mexico in the Rio Grande basin, he is co-leading the Permanent Forum of Binational Waters, a network of scientist interested in the shared waters between both nations. Samuel earned his bachelor's degree in civil engineering, and master of science from the National Polytechnic Institute of Mexico, and doctoral degree in Environmental and Water Resources Engineering from at the University of Texas at Austin.

Rachel Shellabarger, PhD
Academic Coordinator,
Nitrogen and Irrigation Initiative
Program Manager

Rachel Shellabarger is an Academic Coordinator within the California Institute for Water Resources and coordinates CIWR's collaborative projects on nitrogen and irrigation management. Rachel also supports our National Institutes for Water Resources program that funds water research throughout California. Prior to joining CIWR, Rachel completed a PhD at UC Santa Cruz, where Rachel's research sought to better understand how California dairy producers engage with environmental initiatives.

Rachel is an environmental scientist who grew up farming, and she is drawn to interdisciplinary work that crosses traditional boundaries. She previously researched conflict among conservation and human rights groups on the U.S.-Mexico border, as well as wetland mitigation efforts in Midwest agricultural landscapes. She also taught undergraduate Natural Sciences coursework for six years and worked with refugee resettlement agencies.

Rachel earned a bachelor’s degree in Biology from Wartburg College, a masters degree in Natural Resources from North Carolina State University, and a PhD in Environmental Studies from the University of California, Santa Cruz.

Hope Zabronsky
Academic Coordinator,
Climate Smart Agriculture
Program Manager

Hope Zabronsky is an Academic Coordinator within the California Institute for Water Resources and manages the Climate-Smart Agriculture Program. Hope coordinates activities of our team's technical assistance providers and also provides technical assistance in Sacramento and Yolo Counties.

Hope joined CIWR with experience in agriculture, sustainability, and non-profit management. Most recently, Hope worked at Olivewood Gardens and Learning Center in San Diego, where she directed the Center’s educational and research programs focused on sustainable agriculture, environmental stewardship, community-based leadership, and career-technical education. Previously, Hope managed statewide climate resilience projects at Strategic Energy Innovations, supported agricultural and climate adaptation research in Southern Africa at the International Food Policy Research Institute, and studied climate smart agriculture practices in California and Malawi as part of the Research Group on Agricultural Equity and Inclusion at the University of California, Davis. 

Hope earned her bachelor’s degree in environmental studies, sustainability, and political science from the University of Vermont and master of science in international agricultural development from the University of California, Davis.

Erika Cassio Madrazo, PhD
Project Scientist,
Water Access and
Planning Program

Erika Cassio Madrazo is a Project Scientist in CIWR, focusing on collaborative projects to promote drinking water and wastewater access. Erika is supporting a multi-year wastewater needs assessment by the state of California to evaluate long-term funding and policy needs for water-related sanitation. Erika graduated with a degree in Agribusiness from the Instituto Tecnologico de Estudios Superiores de Monterey and completed her postgraduate studies in Regional Development at the Centro de Investigacion en Alimentacion y Desarrollo. She worked as an academic at the Instituto Politecnico Nacional as a Researcher and also served as Deputy Director of Academia and Research. She also worked in the State Government as Head of Water Culture. She is a specialist in Water Management and Sociohydrology.

Divya Prakash
Research Specialist

Nutrient Management

Divya Prakash is a Research Specialist at the California Institute for Water Resources (CIWR), focusing on agricultural water and nutrient management. His work involves evaluating nitrogen and irrigation practices through empirical analysis, spatial and statistical modeling, and supporting outreach programs aimed at improving nitrogen management. With a Master of Public Policy from the University of California, Riverside, and a Master of Arts in Economics from Jawaharlal Nehru University, Divya brings extensive experience in environmental policy, agricultural economics, and data management from previous roles at UC Riverside, the World Bank Group, the JustJobs Network, and the Government of India.

Hope Hauptman, PhD
Project Scientist
in Water Management

Hope Hauptman is an environmental scientist with expertise in water quality and sustainability. Her dissertation research addressed drinking water contamination in California's Central Valley, including applying machine learning to analyze 1,2,3-Trichloropropane (TCP) contamination and evaluating the use of point-of-use filters and almond shell biochar for TCP removal. She has also investigated the effects of urbanization on the Argan forest and the sustainability of Argan oil production in Morocco. Before pursuing her academic career, Hope taught high school science and served as a Peace Corps volunteer in Kenya. She holds a B.S. in Microbiology and Molecular Genetics from UCLA, a Teaching Credential from UC Davis, an M.S. in Instructional Science and Technology from California State University, Monterey Bay, and a Ph.D. in Environmental Systems from UC Merced. In her free time, she enjoys hiking, gardening, cooking, and solving crossword puzzles.

Daniel Swain, PhD
Associate Professional
Researcher, Climate Scientist

Daniel Swain is a climate scientist focused on the dynamics and impacts of extreme events—including droughts, floods, storms, and wildfires—on a warming planet. Daniel has joint appointments as a climate scientist in the California Institute for Water Resources within University of California Agriculture and Natural Resources (UCANR), the Institute of the Environment and Sustainability at UCLA, and as a research fellow at the NSF National Center for Atmospheric Research. He engages with journalists and other media partners, serving as a climate and weather science liaison to print, television, radio, and web-based outlets to facilitate accessible and accurate coverage and conversations surrounding climate change. Daniel authors the widely-read Weather West blog (weatherwest.com), which provides real-time perspectives on California weather and climate, and can be found on Twitter (@Weather_West), Bluesky (@WeatherWest) and YouTube (@WeatherWest).

Camilo Salcedo, PhD
Project Scientist
in Water Management

Camilo Salcedo is a Project Scientist at the California Institute for Water Resources (CIWR), specializing in the modeling of urban water systems. His work includes analyzing the effects of water conservation regulations on wastewater systems throughout California and investigating ways to enhance the resilience of drinking water systems against natural disasters, such as wildfires. Camilo earned his bachelor's degrees in civil and industrial engineering, as well as a Master of Science in water management and hydroinformatics, from Universidad de los Andes in Colombia. He has experience in the design and analysis of urban water systems using simulation and optimization tools, both as a consultant and a researcher. Prior to joining CIWR, Camilo obtained his Ph.D. in Civil Engineering from The University of Arizona, where he developed methodologies for efficiently collecting information to enable the timely detection, confirmation, and forecasting of contamination events in real-time within water distribution networks.

Darrene Hackler, PhD
Project Scientist
Water and Workforce Initiatives Manager

Darrene Hackler is a Project Scientist and the Water and Workforce Initiatives Manager in CIWR. Darrene is an expert in economic development focused on equitable and inclusive growth, entrepreneurship and small business, innovation, and broadband. She assists local and regional government officials, as well as large and small economic development, non-profit organizations, and foundations with policy analysis, strategic plans, incentives analysis, and technical assistance. Previously, Darrene has served as an Executive Director at the University of California, Davis’ Office of Research, the Vice President of the International Economic Development Council (IEDC), a Senior Fellow at the Information Technology and Innovation Foundation (ITIF), and an Associate Professor at George Mason University.
